1. The University Grants Commission (UGC) has issued guidelines for Higher Education Institutions (HEIs) to provide equitable opportunities to socioeconomically disadvantaged groups (SEDGs). The guidelines are consistent with the recommendations of the National Education Policy (NEP) 2020, which emphasises accessibility, equity, and inclusion in higher education. The UGC recommended that all Indian universities and higher education institutions follow these guidelines to improve educational opportunities for students from disadvantaged backgrounds. The commission proposed specific courses of action to increase SEDG students’ participation in higher education through access, equity, and inclusion.

2. The Reserve Bank of India’s (RBI) Digital Payments Index, which measures the extent to which payments are digitised across the country, rose to 418.77 in September 2023 from 395.57 in March 2023. “The RBI-DPI index has increased across all parameters and was driven particularly by growth in payment enablers, payment performance, and consumer centricity across the country over the period,” the Reserve Bank of India said in a press release.

4. Transparency International recently released its Corruption Perceptions Index (CPI) 2023, which shows that most countries have made little to no progress in combating public sector corruption. The CPI ranks 180 countries and territories based on perceived levels of public sector corruption, with scores ranging from 0 (highly corrupt) to 100 (very clean).

5. The Gujarat government has presented a ₹3.32 lakh crore budget for the fiscal year 2024-25, including plans to establish a Fintech Hub at GIFT City, a Semiconductor School in Sanand, and a manufacturing hub for the space sector.

7. The Reserve Bank of India (RBI) has barred Paytm Payments Bank from onboarding new customers and providing services such as digital wallets and UPI transactions beginning March 1, 2024. This effectively shuts down the majority of the payments bank’s operations. According to the RBI directive, Paytm Payments Bank cannot accept new deposits, issue credit and debit cards, open current and savings accounts, or provide payment aggregation services. It also does not support UPI, IMPS, NEFT, and RTGS transactions, nor does it issue FASTags or Rupay cards.
The bank can only process withdrawals from existing accounts and balances. All pipeline transactions started before March 1 must be settled by March 15.
